Usually planning permission will last for 3 years and as long as construction has started within that time frame you can continue to build and complete the project at any point.
If permission has definitely expired then you have no choice but to apply and pay the fee again.
If you do submit the same file of work there is a risk that the council will reject it or approve but with new conditions attached. This is because since the first time you applied, local policies and legislation may have changed.
If your council’s policies haven’t changed and neither has your home, site or plans for it, then it should be okay to submit the same existing application.
